Quality Business Engineering (QBE) Wins Civilian Harm Mitigation and Response (CHMR) Contract with the U.S. Army
Quality Business Engineering (QBE) secured a pivotal contract with the U.S. Army to support the Civilian Harm Mitigation and Response (CHMR) initiative. This contract marks a significant milestone in QBE's ongoing commitment to assisting the Department of Defense (DOD) in minimizing civilian harm during military operations and improving the effectiveness of responses when such incidents occur.
The Army's CHMR initiative, detailed in the Civilian Harm Mitigation and Response Action Plan (CHMR-AP) released on August 25, 2022, is a critical component of the DOD's broader strategy to enhance its capacity to protect civilian lives. The CHMR-AP outlines comprehensive measures to prevent civilian casualties and to address them effectively when they happen, ensuring accountability and continuous improvement in military operations.
QBE's role in this initiative involves working closely with the Army to implement the CHMR-AP's provisions. With a proven track record of excellence, QBE already made significant contributions by staffing key positions for the U.S. various Combatant Commands (COCOMs) and the Front Office personnel. Preparations are currently underway to extend this support to geographical combatant commands, further solidifying QBE's integral role in the CHMR initiative.
A key figure in leading this project is Thomas Mastal, QBE Senior Director, who was specifically hired to oversee the CHMR contract. Mastal's extensive background includes collaborating closely with Division and Functional senior management to champion corporate-wide program management initiatives. He led the design, validation and oversight of enterprise-wide portfolio, program, and project management processes, methodologies, standards, tools and training. Additionally, he directed an Earned Value Management System (EVMS) team, ensured Capability Maturity Model Integration (CMMI), ISO standards across a 30,000 person organization and led multiple application development efforts over his 25 year career. Mastal's academic credentials include a B.A. in Government and Politics from George Mason University, and he holds certifications as a Project Management Professional, SAFe Agilist (SA) and SAFe Practitioner (SP).
